Why you can't charter out a private aircraft on the side
Commercial operation without the applicable permit and regime can lead to administrative penalties under Mexico's Civil Aviation Law. On top of that, using an aircraft outside the use authorized in its insurance policy can create coverage problems. That's why it's essential to check that the insurance matches the type of operation intended.
When a Mexican-registered aircraft is to join an air taxi operation, it must comply with the registration regime, permits and operations specifications that correspond to the service authorized by AFAC. The process is analyzed case by case before the aircraft is marketed. For foreign-registered aircraft there is a regulatory path through leasing the aircraft to a Mexican concessionaire or permit holder, subject to AFAC authorization and the applicable requirements; its feasibility is also reviewed case by case.
What to expect from charter, without inflated promises
Charter reduces the annual cost of owning an aircraft: insurance, hangar, crew and calendar-based maintenance are paid whether it flies or not, and every hour sold helps cover them. But in most cases it doesn't pay for the whole aircraft, and you should be wary of anyone who promises it will.
