What determines the cost of a Cancún → Querétaro charter?
In this direction altitude works in your favour: the aircraft departs Cancún at sea level, without the weight penalty of leaving Querétaro. For a large group with luggage, the leg home usually has more margin than the leg out.

The single biggest driver. The right categories for this leg are light and midsize jets: the gap between them isn't only cabin size but speed, baggage volume and range. A light and a midsize jet on the same route can differ by 60% in price.

The leg runs ≈ 1,380 km with a typical 2h 20m in the air. Charter is priced on occupied flight hours, and daily utilization minimums plus crew duty limits still apply even on a short hop.

One way vs round trip
A round trip that keeps the aircraft with you usually prices better per hour than two one-ways. A one-way Cancún → Querétaro may mean the aircraft flies home empty, and that leg shows up in the rate.

Positioning (ferry)
The movement of the aircraft before pickup or after drop-off. If the right aircraft isn't based in Cancún, or is committed elsewhere after landing in Querétaro, that repositioning enters the cost. It's exactly why empty legs exist: someone already paid for that leg.
